MEMO FROM THE MANASQUAN CODE AND CONSTRUCTION DEPARTMENT
CODE INSPECTION REQUIREMENTS
In an effort to inform owners and realtors involved with rental properties or properties for sale in Manasquan, and to eliminate the need for re-inspections and additional fees, this office wishes to advise you of specific areas that will be checked during the inspection process by the Code Department.
We suggest that you inspect your properties to abate any violations prior to filing for a Certificate of Occupancy. Unless a violation is minor, a temporary Certificate of Occupancy WILL NOT be issued. Please use this check list as a guide.
CHECK LIST
EXTERIOR
Roof – All shingles must be in place and not buckled or severely worn.
Grading – Premises shall be graded to prevent the accumulation of stagnant water. All gutters and downspouts shall be in place and secure.
Painting – All trim, windows, doors, siding, railings and decks. No evidence of peeling paint or bare wood/metal.
Windows – Shall be operable with no broken or missing panes, glazing or chains and sash weights. Screens must be in place where windows are used for ventilation purposes and not torn.
Doors – All entry doors shall be maintained, painted and lockable.
Property - Must be free of tall grass, weeds and debris: including garbage, bottles, cans and cigarette butts.
Sidewalks – Must be in a state of good repair and not cracked, lifted or broken.
Hand Railings – Required for four or more risers, and shall be secure and maintained in good condition.
House Numbers – Must be visible from the street and boardwalk and 3” in height or larger. Not on a door which swings inward.
Sanitary Sewer – Screw caps on clean-outs must be in place. To prevent flood infiltration, open exterior shower drains are not permitted into the system. Mushroom cap clean-outs and elbow vents must be raised to a minimum height of 3.’
Sump Pumps – Not Permitted into the sewer system. Pumped groundwater must be ejected onto and maintained on the owner’s property.
Remote Water Meter Reader – Remote must be mounted on exterior and operable. Water meter must be in place and operable.
Driveway Area – Must be properly defined. No parking on lawns or blocking entrance to unit.
Gas Meters – Gas meters along driveways must be protected by solid metal bollards or a guard rail.
INTERIOR
- ALL UTILITIES MUST BE FUNCTIONAL: WATER, ELECTRIC AND GAS.
- Must be clean and not in need of painting.
- No holes in walls or ceilings.
- No water stains on ceilings or walls.
- No broken doors or doors without knobs. Bathroom doors require a locking handle or device and must close securely.
- No broken cabinets, vanities or dripping faucets.
- No broken or torn furniture.
- No rotted or loose flooring; badly stained or torn carpeting.
- Mattresses must be clean and not torn.
- Basements and attics must be clean and free of debris.
- All sinks and tubs must be clean and free of cracks.
- Windowless bathrooms require mechanical exhaust fans.
SAFETY ITEMS
- Functioning Smoke Alarms on All levels.
- Minimum of one carbon monoxide detector on each level in vicinity of sleeping areas.
- Fire Extinguishers are required for winter rentals, annual and transfer inspections. Must be no smaller than 2A:10B:C (residential) and weigh no more than 10 lbs. mounted within 10’ of kitchen.
- GFCI (GFI) Ground Fault Circuit-Interrupters properly installed in all bathrooms and kitchen sink areas.
- All bedrooms must have at least two receptacle outlets.
- Extension pipe on Hot Water Heater Relief Valve must aim towards the ground to within 6.”
- Flue pipes for heat and hot water must be properly vented to the outside and sealed so as not to emit gases. Must be free of moisture, corrosion and rust.
- Dryers must be properly vented to the outside.
- Hand railings to upper and lower levels must be tightly secured
- Electrical wiring and Extension Cords must not be exposed or cause a tripping hazard.
- No open electrical junction boxes or unsecured electrical devices or lighting fixtures.
- Lighting fixture lamps and globes must be in place.
OCCUPANCY AND EGRESS
The sleeping capacity MUST be adhered to.
Bedrooms must only have the number of beds for its sleeping requirement. Minimum 60 square feet for one person, or 40 square feet per person in rooms larger than 60 square feet.
EXAMPLE: 60 SF = 1 occupant/ 80 SF = 2 occupants
120 SF = 3 occupants/ 160 SF = 4 occupants
Sleeping rooms shall not constitute the only means of access to other sleeping rooms or habitable spaces.
Beds are NOT permitted in kitchen or living room areas.
Bedroom doors must be a minimum width of 28” and 6’6” high.
Bedroom Egress Windows shall not be above 44” at sill level.
Minimum height – 24” or more.
Minimum width – 20” or more.
Dwelling Units over garages must have ½” sheetrock on garage ceiling for fire prevention. A functional smoke detector is required in garage and dwelling unit.
Dwelling Units attached to garages must have ½” sheetrock on common garage wall and a fire door of 1-3/4” solid core or fire-rated metal backing.
TRASH AND RECYCLING
It is recommended that clear plastic bags are used for recycling. This is NOT part of the Certificate of Occupancy inspection.
